The classification of the Full Report by an officer appointed under s2B of the Official Secrets Act is not amenable to judicial review and no mandamus can be granted because there is no legal duty to declassify; the proper remedy for obtaining the material for civil proceedings is an application for pre-trial discovery under Order 24 r7A of the Rules of Court 2012. The judicial review application is therefore dismissed.
