The court dismissed the habeas corpus application because the statutory and constitutional procedural requirements for detention under Act 297 were complied with: DPP direction under s3(1A), production of statements in writing supporting remand under s4(2)(a), a proper inquiry by an Inquiry Officer, Board deliberation and registration, and Advisory Board procedures; the applicant failed to rebut the presumption of regularity and no mandatory procedural breach was established that would invalidate the detention order dated 12.10.2018.
