Plaintiff failed to prove on the balance of probabilities that termination was unlawful; the evidence established a conflict of interest (overlap of personnel and addresses and consultant's involvement in evaluation and payment recommendations) which fell within clause 9(o) as a matter involving public interest, therefore termination was lawful and plaintiff is not entitled to claimed reliefs.
