Registrar's Circular No.5/1990 validly permits petitions and all related cause papers in matrimonial proceedings under Act 164 and DMPR to be filed in English until the DMPR are translated and gazetted; Rules of Court 2012 (including Order 92) do not apply to matrimonial proceedings by virtue of Appendix C and Order 1 r2, therefore dismissal for failure to file Bahasa Malaysia translation was wrong and the appeal is allowed.
