Magistrate lacked jurisdiction to impose fines exceeding RM10,000 under the combined effect of s87 AMR and absence of an express provision in s18 AJD conferring full sentencing power; the later alteration of sentence was invalid as the Magistrate was functus officio; High Court in revision substituted lawful sentences of RM10,000 per count and ordered refunds of excess amounts paid.
