Although the plaintiff raised serious questions to be tried and would suffer potential irreparable harm, the High Court lacked jurisdiction to grant an interlocutory injunction against Defendants 2 and 3 who are Government entities because section 29 of the Government Proceedings Act 1956 bars injunctions against the Government; accordingly the application for interim injunction was dismissed.
