The prosecution failed to prove a prima facie case because it tested only one package initially, there were serious questions about chain of custody and sample handling (a sample was retained by the store), and independent accredited laboratory results (ordered under Section 21) were inconsistent and below the statutory limit; on that basis the court discharged the accused without calling the defence.
