Section 4A does not require the investigating officer to narrate the investigative process in the affidavit; compliance is satisfied by submitting the complete report to the inquiry officer and the Board within the prescribed time, and the invocation of Section 21A privilege to withhold investigatory details in the public interest was permissible; accordingly the investigating officer complied with Section 4A and the Crime Prevention Board's detention order under Section 19A was valid and must be upheld.
