The Magistrate's bail order was excessive and made without proper application of judicial discretion as required by s.389 CPC and controlling authorities; exceptional circumstances (applicants detained, COVID-19 quarantine, delay and public interest) justified High Court exercising revisionary jurisdiction to correct the error; therefore the Magistrate's order of 27 May 2021 was set aside and replaced with reduced bail of RM30,000 with one surety for each applicant.
