The Tapak Pembinaan Gamuda construction site is not a 'road' under Section 2 RTA because it lacked the requisite physical character as a definable route open to the public and did not serve as public means of access; consequently the insurer was not on risk under Section 91(1)(b) and the policy is unenforceable in respect of the accident; Section 95(e) does not expand coverage beyond places that qualify as 'road'.
