The court found the detention order valid because the Minister had the requisite satisfaction supported by investigation and inquiry reports meeting the three statutory ingredients under s.6(1); the translation inconsistency was a clerical error with affidavits confirming proper Malay↔Mandarin translation and applicant comprehension and therefore not a mandatory procedural defect; and no statutory time limit binds the Minister under s.6(1) so the 21-day interval did not constitute procedural non-compliance. Accordingly the habeas corpus application was dismissed.
