The Approval required presentation of the original Issue Document of Title together with payment as an express condition; subsection 124(7) read with s124(8) mandates endorsement on the register/issue document for the variation to take effect, therefore the approval had not been perfected and could not devolve to the purchaser; no illegality, irrationality or procedural impropriety was established and the judicial review was dismissed.
