The Registrar's conversion of the plaintiffs' titles from perpetual ownership to 99-year leasehold was ultra vires the National Land Code and unconstitutional under Article 13; subsequent purchasers have standing to challenge the unlawful conversion; failure to appeal under s418 does not preclude the court from granting rectification under s380; accordingly the originating summons seeking declaration and rectification is allowed and the Registrar must cancel the leasehold titles and issue titles reflecting perpetual ownership.
