The application for judicial review is dismissed because the State Executive (Majlis Mesyuarat Kerajaan) lawfully possessed power to cancel the prior approval; the approval was granted to the JPKK not to the applicant contractor, the applicant lacked a sufficient legitimate expectation or private right requiring pre-cancellation representation, and the absence of respondents' answering affidavits did not, on the facts, amount to a breach of the duty of candour or render the cancellation irrational or procedurally improper.
