Enactment No.9 of 1965 did not expressly or automatically annul endorsements made under Enactment No.4 of 1960; cancellation of such endorsements must be sought and determined under section 381 of the National Land Code by application to the Registrar, and the State may impose administrative processing fees for such applications; the court will not grant a declaration that an enactment already repealed be annulled where repeal did not have the automatic effect claimed by the applicant.
