The funds belong to MKPB because they were paid as security for MKPB's binding adjudication decision under s.13 CIPAA; Panzana breached the stay terms so cannot reclaim the funds; accordingly the court declared the stakeholding monies belong to MKPB but stayed payout pending resolution of PCG's intended garnishment proceedings.
