The State Legislative Assembly validly enacted ss.10 and 14 SCOT within its power to legislate offences against the precepts of Islam; the Fatwa Committee's role in preparing fatwas does not amount to unlawful delegation because fatwas become binding only through the statutory process and the Assembly created the offence; s.14 is not invalid for vagueness because enforcement requires preliminary opinions but ultimate determination of contravention is for the Syariah Courts.
