State Director of Customs lawfully had power to direct re-export upon payment of compound; the seized goods were not "in transit" when seized in the free zone and no import or export licence was required to re-export liquor and cigarettes; Notices of Release issued after payment could not be lawfully cancelled by defendants who failed to prove any lawful cancellation directive; defendants' continued seizure was wrongful and unlawful; plaintiff entitled to compensation for value of goods and demurrage, but general and exemplary damages dismissed.
