The Court held it can strike out appeals to prevent abuse of process when notices cannot be served and there is no prospect of hearing; it can later reinstate such appeals under its inherent powers and r1A when the respondent is traced; once reinstated the Court may issue a warrant under s56A CJA and, following execution, has discretion under s56A to grant bail based on case-specific factors.
