Applicant was illegitimate at birth so under Part III s17 the child's citizenship follows the mother; mother was a Thai citizen so applicant was not 'not born a citizen of any country' and therefore did not qualify for citizenship under Article 14(1)(b) read with Part II paras 1(a) or 1(e); applicant failed to discharge burden to prove statelessness under s103 Evidence Act; accordingly relief (c) for reregistration of citizenship must be dismissed.
