Where paternity is known and established (including by DNA), 'father' in section 1(b) Part II means biological father and legitimacy at birth is irrelevant to entitlement to citizenship by operation of law; section 17 Part III is an enabling interpretive provision applicable only where the father is unknown (to avoid statelessness); Article 24 is inapplicable to persons whose Malaysian citizenship is not yet established.
