Impugned provision (Article 14(1)(b) and Part II Second Schedule) must be interpreted harmoniously with Article 8 so that the term 'father' in relation to citizenship by operation of law includes 'mother'; the ouster clause relating to Ministerial discretionary decisions does not bar the court from declaring citizenship that is conferred by operation of law; declaration granted accordingly.
