Enactment No.9 of 1965 did not automatically annul endorsements made under Enactment No.4 of 1960; cancellations must be sought by application under section 381 National Land Code 1965 and are subject to the Registrar's discretion and the payment of administrative fees as set by the State; accordingly the declaratory relief seeking automatic nullification was refused and the court ordered respondents to consider cancellation under section 381 within a specified period subject to payment of applicable administrative fees.
