The MC has statutory power under s60(3) to impose different rates where parcels are used for significantly different purposes provided charges remain proportionate to share units, but the adoption of Method B was unlawful because it impermissibly subdivided common property into 'Exclusive' and 'Shared' categories and exempted certain parcels contrary to the statutory scheme; however the MC has (express or implied) power to transfer or apportion funds to SMCs once SMCs are created to enable maintenance of limited common property.
