The Court of Appeal upheld the High Court that the unexplained, inordinate delay by the Practice Review Committee and the failure of the Follow-Up Review Report to refer to the First Review Report constituted procedural impropriety that prejudiced the respondent and justified quashing the disciplinary decision; there was no error warranting appellate intervention.
