The Court of Appeal allowed the appeals, holding there was no clear, binding undertaking by the State Authority or LLM giving rise to a legitimate expectation or estoppel sufficient to bar statutory acquisition; the re-acquisition was within the State's s3(1)(a) Land Acquisition Act 1960 powers, for a public purpose (traffic improvement), and was not irrational or an abuse of power; the High Court order was therefore set aside.
