The JLR 2020 revision and the Respondents' application of the 'Airport – Building' category to the Applicant's single titled land were within the State Authority's statutory powers and procedural requirements under the National Land Code; the reclassification was not irrational or disproportionate given the title's 'NIL' conditions and the land's composite uses; accordingly the judicial review application failed and was dismissed with costs.
