Blanket demands by the Revenue for the Applicant's entire customer database amounted to unlawful fishing expeditions; section 81 ITA does not authorize wholesale disclosure of third-party personal data contrary to the PDPA; the PDPA's disclosure exceptions are limited and permissive and require necessity, proportionality or consent; the Commissioner/Deputy Commissioner’s letters constituted reviewable decisions and their acceptance of the Revenue's position was ultra vires; judicial review was warranted and granted quashing the impugned decisions and demands.
