The Inspection Order's terms (paras 1 and 2) were clear and unambiguous; NEP and named officers had notice of the order and failed to open the full set of accounting records at commencement and failed to supply the required copies, conduct proven beyond reasonable doubt as contempt; directors/officers responsible for company affairs are liable for the company's breach and may be punished by fines, imprisonment in default and costs to vindicate public interest in administration of justice.
