The Respondent, as owner of the Premises, had lawful authority to collect rent and to seal the Premises for unpaid rental arrears; the Applicant occupied the Premises in 2024 and admitted non-payment after May 2024, therefore the sealing was lawful and the application for certiorari/judicial review is dismissed.
