The Court held that (1) absent a prescription under Article 160B the English text of the Federal Constitution is authoritative; (2) Article 12(4) requires the consent of both parents for the conversion of a minor where both parents are living; (3) section 117(b) of the Perlis Amendment Enactment (which permits conversion by the consent of one parent) is inconsistent with Article 12(4) and therefore void; accordingly the unilateral conversion effected by the father was unlawful and the High Court decision was set aside and the appellant's judicial review prayers (a)–(i) were allowed with no or…
