Buyer paid the balance within the 120-day period; the National Land Code does not require that payment must be made by the bidder personally so payment via third-party cheque was valid; alleged failures to complete post-sale administrative formalities (eg Form 16Q, issuance of receipts) are procedural and do not render the auction sale void; therefore the Assistant Registrar's refusal to set aside the sale was correct and the appeal was dismissed with costs.
