O 6 r 7(2) does not impose an absolute cap on renewals of an admiralty writ in rem where personal service is impossible; the rule targets dilatory plaintiffs, not diligent ones prevented from serving by the absence of the vessel from jurisdiction. The court may, under its inherent powers (O 92 r 4) and by purposive construction of the Rules, extend renewals beyond the stated limit to prevent injustice and to protect accrued statutory in rem rights.
