The court exercised its discretionary power under section 16 CIPAA to grant a conditional stay rather than an automatic stay because it found no clear and obvious errors in the adjudicator's decision sufficient to nullify it, but had serious concerns about the defendant's repayment capacity and conduct; therefore the adjudicated sum together with interest up to the date of the order must be deposited with the Director of AIAC within seven days as security, failing which the stay will lapse.
