The Court held that ACC's power to require a vocational independence assessment is amenable to judicial review; s110(3) requires objective reasonable grounds that vocational independence is likely but the required standard is not high and ACC may rely on all material on file and the case manager's judgment; on the facts ACC had reasonable grounds to require the assessment.
