The Corporation's communications and administrative arrangements (appointment scheduling and requests for change of case manager/office) were not 'decisions' affecting entitlements as defined by the Act, therefore they were not reviewable under s134 and the reviewer (and this Court) had no jurisdiction to entertain the review; appeal dismissed.
