Clause 19 increases the majority required for constitutional amendments to three‑fifths but does not change the basis on which votes are allocated; votes for amendments are to be counted in accordance with clause 9.6(d) (one vote per race date allocated to each Totalisator Club in the racing year, reduced by any race dates relinquished or forfeited), and the three‑fifths majority is of those votes cast.
