Because the preponderance of credible medical evidence established a chronic pain syndrome, prior MRIs were of excellent quality and a new 1.5 Tesla MRI would not materially change diagnosis or treatment, a further MRI was not necessary or appropriate under clause 2 of Schedule 1 and ACC's decision to decline funding was lawful and justified.
