A consensus among competitors that includes a non‑legal commitment to adopt vendor funding for Trade Me standard listings and to withdraw listings constituted an arrangement; that arrangement, even if it allowed limited exceptions, restrained the competitive setting of price for services by removing the prior default of agency‑funded standard listings and therefore had the purpose and effect proscribed by s30 of the Commerce Act 1986; appeal dismissed and costs awarded to respondent.
