Because s63 requires an assessment (not possible until age 16) and bars payment for any period before assessment, the appellant was not "entitled to be in receipt" of compensation immediately before 1 July 1992; therefore s138 did not preserve a right to loss of potential earning capacity and the appeal is dismissed.
