The occupational and medical assessments were deficient and lacked necessary reasons: the 'Tour Guide' option was effectively a self‑employment venture unsuitable given lack of finance; the occupational assessor gave no basis for finding a dyslexic, illiterate person suitable as a Meter Reader; the medical assessor's finding that a Waiter role was suitable was inconsistent with his own recorded functional limits and lacked explanation. Because the assessments did not transparently establish capacity for work under s15, the respondent's decision to cease weekly compensation was quashed.
