The Authority lacked jurisdiction because the only formal broadcaster decision was the Standards Committee decision of 10 June, which was not referred to the Authority within the statutory twenty working days required by the Broadcasting Act 1989 and time limits cannot be extended; the initial ministerial letter and the News Director's email were not intended in the circumstances to be a formal complaint and formal decision respectively.
