On the balance of probabilities, informed by comprehensive specialist reports (notably Dr Eyre), the larger part of the appellant's current disabilities are attributable to multiple sclerosis rather than the 1978 head injury; therefore the condition does not meet the Regulation 5 definition of a complex personal injury and the Review Officer's decision is upheld.
