Where there is a clear chain of causation linking the claimant's later incapacity to the effects of an earlier assessed injury (including failure of a weakened injury site leading to re-injury), ACC has reasonable grounds to reassess vocational independence under s109(2)(b); the April 2010 patella event was sufficiently attributable to the May 2008 injury to trigger reassessment.

The Court held it lacked jurisdiction under s149 to determine substantive entitlement to cover for the appellant's shoulder and carpal tunnel conditions because no primary decisions under s30 had been made by the respondent; the Court's remit was confined to whether those conditions were causally connected to the covered bilateral medial and lateral epicondylitis, which they were not.
