ACC conducted reasonable investigation and assessment under ss81 and 84, the claimant's refusal to attend necessary specialist assessments left insufficient medical evidence to establish that a waterbed was required as a direct consequence of the covered 1978 injury, and therefore ACC's decision to decline funding was justified; appeal dismissed.
