The High Court dismissed the appeal: s172 confers jurisdiction and the three-step test was satisfied; certificates under the 1976 Act were deemed licences under s167 of the 2008 Act so suspension was permissible; the Tribunal reasonably found forgery reflected adversely on character under s99(1)(b) and applied the correct civil standard of proof; the 12 month suspension was appropriate when combined with the prior period without licence, producing an effective deprivation of 21 months; no error of law or principle, no irrelevant considerations, and decision was not plainly wrong.
