The appropriate sentences were determined by comparing culpability and roles, identifying aggravating (deliberate car swap, delay, misdirection) and mitigating factors (immediate attempt to get injured person to hospital, low risk of reoffending, first offender, late guilty plea), applying a guilty plea discount to Steven, and concluding that commutation to community-based sentences (200 hours community work for both, plus six months' supervision for Steven) best served punishment, deterrence and parity given personal circumstances and limited duration of investigative misdirection.
