Once the appellant had finished his shift and left his employer's premises, he was commuting home and was not at a place for the purposes of his employment within s28(1)(a); commuting is excluded from s28(1)(a) and cover only arises where the place is required or permitted to be accessed because of employment, so the Corporation's decision to decline cover was correct.
