Although the District Court's starting point was arguably high, after applying an appropriate guilty plea discount and conversion principles the resulting 10 months' home detention was not manifestly excessive given the serious breach of trust, the regulatory health and safety context and the need for deterrence; accordingly the appeal is dismissed.
