The determination that the appellant had capacity for work was invalid because the respondent failed to follow the mandatory Work Capacity Assessment Procedure by not having the required branch panel jointly consider and discuss the case with the case manager; that procedural failure was fatal and required revocation of the determination and reinstatement of entitlements, notwithstanding that on the substantive merits the medical assessment would have supported capacity.
